Elaine Smith Downs, 83, a retired Federal employee died on March 26, 2011 in Columbia, MD. Mrs. Downs was born on Capitol Hill and moved to Rockville, MD in 1954 where she lived until 2009. She taught for Montgomery County Public Schools for 10 years. She worked for the Department of Commerce, National Ocean Service in Riverdale, MD. At the time of her retirement in 1994 she was Chief of the Customer Service and Program Support Section. She attended Wilson Teachers College and the University of Maryland. Later in life she took courses at George Washington University in the environmental sciences. Survivors include her brother, Nelson A. Smith of Silver Spring, MD; and four sons, Richard M. of Bakersfield, CA, Raymond M. of Martinsburg, WV, Paul L. of Laurel, MD, and Douglas G. of Tuscon, AZ; and 11 grandchildren.   Memorial Mass will be celebrated at Collins Funeral Home, 500 University Blvd., West, Silver Spring, MD, on Thursday, March 31, at 1 p.m. Interment private.

Also survived by 18 great-grandchildren and one great-great-granddaughter. Mr. Hartley was a Navy Veteran who received a Bronze Star for his meritorious service during the D-Day Invasion of Europe.
